59 PM CentralPosition Summary Oversees, directs, and plans the operations of economic development, planning, code enforcement, and building inspections, for the City of Savage.
Essential Functions and Responsibilities Ensure great customer service is provided by the Community Development Department.
Manage and participate in the development and administration of the Department's annual budget; direct and forecast for additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; direct and implement adjustments.
Select, train, motivate, and evaluate personnel; provide or coordinate staff training; work with employees to correct deficiencies; recommend/implement discipline procedures; and recommend employee terminations.
Oversee Code Enforcement activities for the City.
Coordinate activities with other City departments, contractors, and developers; provide technical and administrative assistance to other departments; develop, prepare, and present reports, surveys, and other administrative activities.
Administer the City's economic development policies and projects.
Act as the City's liaison to the Economic Development Commission.
Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to building and planning programs, policies, and procedures as appropriate.
Participate on a variety of boards and commissions; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field.
Respond to citizen and developer questions regarding economic development and planning regulations and processes.
Oversee comprehensive planning for the community.
Manage long range planning projects and organizational studies as needed.
Implement land use and related plans to achieve City goals and priorities.
Oversee the preparation of Development Agreements.
Attend City Council meetings and present recommendations from the department.
Administer and enforce City ordinances.
Coordinate land-use application with internal departments and relevant outside agencies.
Coordinate and conduct Development Review Committee meetings; coordinate meetings on environmental issues/procedures with staff and developers.
Represent the City of Savage at local, metropolitan, and State agency meetings.
Minimum Qualifications Ten years progressively responsible experience in building, planning or economic development.
Supervisory experience in a municipal setting is preferred.
A bachelor's degree from an accredited college or university in urban planning, architecture, landscape architecture, geography or a related field; or any equivalent combination of experience and training which provides the knowledge, skills and abilities to perform the work.
A master's degree is preferred.
AICP Certification is preferred.
SPECIAL REQUIREMENTS Possession of or ability to obtain a Minnesota Driver's License.
